Downloads and Uploads

Is there a program that can automatically detect that I'm surfing the web and pause my uTorrent uploads?

Then, resume them after it notices I'm not using my web browser any longer? I upload at 100kb/s constantly to keep my ratio good on a private tracker community. However, I am getting tired of pausing and forgetting to resume my uploads/downloads. Thanks everybody!

1. I know this doesn't answer your question exactly but i'm not quite sure why you would pause your torrents entirely every time you surf the net. I'd say if anything just limit your upload/download speeds a little so it doesn't take 100% of your connection. My max upload speed is 60k/s so generally I keep my upload speeds limited to 50k/s or less. I rarely use more than that when i'm surfing the net.
