Broadband - how common is it to be charged for uploads?

Here in Australia Telstra Bigpond charges for downloads and uploads. Their competitors seem to only charge for downloads, and you have unlimited free upload. What is your experience in your part of the world?

1. I'm with Telewest in the UK, they don't charge for either upload or download just a standard monthly fee. No Capping or anything like that, but I only have 512kbps
