Downloads and Uploads

How do you speed up the internet connection?I have 658kbps for download and 104kbps for uploads.look below?

My desktop connects to the internet with a DSL from Verizon.My laptop connects with a wireless card which connects to the internet with my DSL router.Is paying more money for more speed the only way to get faster internet connection?
